The Role of Decentralized Management in Enhancing the Quality of Institutional Performance: An Analytical Study of the Opinions of a Sample of Department Managers in Al-Qadisiyyah Governorats

The current study focused on the effect of decentralizing the public departments' work in Al-Qadisiyyah governorate by delegating authority to the local managers to enhance the efficiency of their functioning. The research concentrated on two kinds of decentralization: administrative decentralization (such as making decisions at the manager's level) and financial decentralization (such as having budgets at the manager's level). 102 managers responded to a questionnaire, which was analysed using SPSS version 29. Both decentralization methods were found to be effective in improving the performance of institutions, the results being clearly indicated. A manager with more control will be able to work quicker, solve problems independently and be more responsible. Both administrative and financial decentralization had a definite impact, albeit slightly larger in the former case. The model employed for analysis was satisfactory and checked out. The answers from the managers revealed that decentralisation contributes to lower delays and better planning and to more effective services. Considering this, the study recommends increasing the local departments' decision-making authority along with financial control. However, there must also be policies, instruction and post-training. True decentralization can help achieve better public sector performance if it is done this way. The study has provided some useful ideas for improving management in government institutions in Iraq.
