The Effectiveness of Government Investment in Promoting Economic Diversification in Iraq

This research aims to analyze the role of government investment in enhancing output growth rates of non-oil productive sectors (such as agriculture and manufacturing) in Iraq. The study stems from a core problem represented by the Iraqi economy's excessive reliance on oil revenues as almost the sole source for financing the general budget. This reliance renders the economy vulnerable to external shocks and results in a weak contribution of real sectors to the Gross Domestic Product (GDP). Accordingly, the research sheds light on government investment—its concept and components—while examining its role in stimulating non-oil sectors. The study concludes that the effectiveness of investment expenditure in developing non-oil sectors remains weak.
